Put the penalty in dollars

For a $10,000 CD earning 4% APY, six months of simple interest is roughly $200. If you withdraw soon after opening, the institution's contract may permit that amount to come from principal. Read the account agreement instead of assuming interest is the maximum loss.

Translate the penalty into dollars for more than one exit date. A rule stated as months of interest can affect a newly opened CD differently from one that has already earned substantial interest. Check whether the agreement permits the penalty to reduce principal.

Bank CD versus brokered CD

A bank CD may allow an early withdrawal subject to its policy. A brokered CD is generally sold in a secondary market before maturity, where its value can fall when market rates rise. These are different liquidity risks despite the shared CD label.

Withdrawal rights and withdrawal cost are separate questions. Some agreements permit early redemption with a stated charge, while others limit access except for specific events. Keep liquid cash elsewhere if access depends on bank consent or an exception.

Decision rule

Estimate the earliest plausible withdrawal date and apply the stated penalty. Compare the remaining dollars with a liquid savings account over the same period. If the extra CD yield is small relative to the penalty, preserve flexibility.

A brokered CD usually follows a different exit path. Selling through a brokerage exposes the holder to the available market price, which can be above or below face value. Do not apply a bank-CD penalty formula to that sale.

Three boundaries to protect

Penalties are commonly stated as months of interest, but policies vary by institution.

A penalty can exceed interest earned on a recently opened CD.

Some brokered CDs must be sold at market value rather than withdrawn.
